Rosario is difficult to truly befriend. He will gladly lead you on, making you think he will be happily by your side through thick and thin. In very few rare cases, he just might. However, his form of friendship is merely using you for one reason or another, be it the skills you possess, merely for entertainment, or to weasel a free meal out of you. He has his act down solid enough that even the most observant people who think they can read others will have a hard time believing he would do anything to betray their trust. Those few who do manage to gain his trust, his respect, and his actual friendship will find that Rosario will put aside his selfishness for most occasions. Those he actually likes may find that, if you only know him as the adorable cat boy, he will try his hardest to ensure that you never find out his true nature. He does not want to be rejected by those he likes.

Find him annoying? Probably. Not everyone can be swayed by his overly adorable attitude. Some might even begin to grow suspicious, thinking that he has something to hide. They would be right, but he won't give you the opportunity to find that out. He will try the kill them with kindness approach until he can get you alone to, well, actually do his job. He is a member of Team Rocket, after all. If you want a really easy way to get on his bad side, just pull his tail or look him in the eyes for far too long. You'll trigger his Persian side's aggression.

As someone who has never been in love, his only knowledge on it is what he has read in books or seen in movies. That means he only knows the glorified versions, and his expectations will be completely impossible. He doubts he would even fall in love to begin with, but he will gladly flirt around and act all lovey-dovey if it means getting a free meal out of someone. Or because he likes the attention. To those who want to try and make him fall for you, you might have to try and win his heart by sweeping him off his feet. Persistence is key, and the ability to look past his, well, antics and help him grow will, in turn, help you in the long run. Please note that he might become clingy and refuse to leave your side once you do have his heart. He doesn't want to lose those dearest to him.
